本年度計畫運用深入訪談、田野觀察、文件檔案、文獻研究等方法,探討台灣實施性別主流化計畫的最新發展及亟待突破的瓶頸。主要發現是,公務體系迄今對性別主流化並未產生認同,無法理解與業務的關連性,且考核獎懲制度遲遲無法建立,內外誘因缺乏下,性別主流化依舊嚴重流於形式,無法促成政策深層改變。本研究建議從政治、人力、專業及機制四個層面著手突破這些瓶頸。這項任務將落在行政院性別平等處與性平會這兩個國家機制上,要求儘速建立對她們的課責與監督制度,將是台灣婦女運動迫切要處理的新課題。;This study examines the implementation of gender mainstreaming in the Taiwanese government, focusing on latest developments and persistent barriers to date. Data come from several sources, including in-depth interviews, participant observations, documents, and literature review. The main findings suggest that most civil servants felt gender mainstreaming irrelevant to their work and had no incentives to develop gender expertise by participating in training programs. Low gender expertise, lack of performance appraisal systems, and in combination with the absence of a gender equality policy object have turned gender mainstreaming into a paper exercise rather than in-depth changes in policy-making. This study identifies four related areas of factors – politics, manpower, expertise, and national machinery – as important in explaining persistent obstacles to gender mainstreaming mentioned above and suggests the ways in which they might be challenged.
