鑑於全球氣候變遷衝擊日益嚴峻，世界各國多將「能源永續發展」作為能源政策之主要願景。特別是臺灣能源98%依賴進口，電力系統屬孤島型獨立電網，並高度依賴化石能源易受國際能源情勢影響，如何確保我國能源安全，兼顧環境保護與經濟發展，以促進能源永續發展，已成為我國在能源政策規劃上最重要之課題。為達到能源永續發展願景，行政院於101年10月通過「能源發展綱領」，以安全、效率、潔淨為核心思維，作為我國能源發展之上位綱要原則。此外，政府各部會已依據第四次全國能源會議共同意見，完成「第四次全國能源會議具體行動計畫」，期盼各項措施能具體落實於各部門中，引領我國邁向能源永續發展。因此，本計畫據以研提我國能源政策之發展策略，推動「能源開發政策」政策環境影響評估相關程序，配合「國家綠能低碳總行動方案」管考期程，協助辦理「第四次全國能源會議具體行動計畫」執行成效彙整作業，並進行「能源發展綱領」檢討，提供我國總體能源政策執行成效與規劃之建議。此外，協助適時檢討能源相關法規內涵，推動立法與修法工作，以健全國家能源相關法制環境。另依據「性別平等政策綱領」，強化並落實能源局性別主流化目標及整體策略措施，對內提升能源主管機關及委辦計畫之性別意識培力，使能源領域業務中能確實融入性別平等觀點，對外培力女性團體對能源領域之認知，並鼓勵女性參與能源議題之討論。最後，亦協助經濟部能源局，規劃及執行能源政策庶民化之宣導與溝通，以支持我國總體能源政策措施之落實推動。台灣綜合研究院研究團隊長期鑽研能源政策議題，團隊成員除具備能源情勢、政策及相關法規豐富素養之外，更擁有協辦全國性能源會議，執行社會公平與性別平等相關研究之經驗，將可達成委辦計畫所提研究內容之目標。最後，本計畫之重要預期成果及效益如下：(一)蒐集主要國家能源發展、能源領域政策及法規動態資訊，完善及更新動態資料庫資訊，俾利重要能源議題之跨國政策研析；並依據最新國際組織報告及重要能源議題，撰擬評析或摘要報告共10篇，提供政策研擬之參考。(二)配合「國家綠能低碳總行動方案」半年一次之管考期程，完成「第四次全國能源會議具體行動計畫」執行成效彙整作業，並因應國內外能源及政經情勢變遷，配合施政主軸調整，完成「能源發展綱領」檢討作業。(三)配合國內外能源環境變化及參考各界意見，完成「能源開發政策(草案)」及「能源開發政策」政策評估說明書(草案)之修正，順利推動環境影響評估作業。(四)完成《能源管理法》修法建議1份，以建構完善能源法制基礎。(五)推動能源領域導入性別主流化概念作業，厚植能源領域性別意識培力工作；辦理能源局及委辦計畫同仁之性別意識培力相關活動共3場次；針對女性民間團體參與能源相關活動至少2場次，以培力女性民間團體參與能源相關議題討論；定期豐富「能源領域性別主流化專區」內容。(六)強化能源局性別平等工作小組於能源領域性別主流化推動中的策略性功能，並完成研擬推動目標、作法與建立績效評估方式。(七)配合能源政策發展，規劃親民化溝通策略，並結合校園、網路社群及民間，完成辦理能源相關非學術性宣導活動共2場次，提升大眾能源認知。(八)編印「能源局104年年報」100本，使各界瞭解我國能源政策發展方向、能源局業務職掌、以及能源相關措施推動成果，達到資訊透明與宣導之目的。(九)完成辦理能源認知與政策相關之民調作業1次。(十)擔任能源議題分析與諮詢智庫角色，配合議題需求辦理4場次專家諮詢會議，以利能源局政策規劃及研處能源相關議題事宜。;Confronting the crucial impacts of global Climate Change, the pursuit of energy for sustainable development are both prioritized by international policy makers. Especially considering isolated electrical grid of which 98% energy imported, to boost sustainable development of energy by addressing the balance in between energy security, environment protection and economic development has becomes the most vital task of Taiwan’s energy policy.In order to reach the ultimate goal of sustainable development, Executive Yuan has passed “Guideline on Energy Development” on 2012 in order to deliver the principles and vision for the policy decision. To cope with future trends in electricity power after the mothball of fourth nuclear plant, National Energy Conference is held in September 2014 afterward the “Action Plan of the forth National Energy Conference” is set, various strategies are expected to be practiced in sectors which leads to sustainable development of energy. Tasks in this project included designing development strategy of energy policy by promoting the “Energy Exploitation Policy” and carrying the procedure of Strategic Environmental Assessment (SEA). Secondly, corresponding to the evaluation of “Green Energy and Low Carbon Master Plan”, aid on “Action Plan of the forth National Energy Conference”, and review, legislation and amendment on “Guideline on Energy Development” will be undertaken as well in due course. This project also adheres to the “Gender Equality Policy Guidelines” and coordinating with Bureau of Energy to strengthen and implement the gender equality goal and general strategies and measures abided by the bureau, by raising the awareness on gender equality within the bureaus and members of commissioned projects, as well as to nurture energy cognition of female organizations, in order to integrate the viewpoint of gender equality into energy affairs. On the other hand, this project will also plan and conducts relative energy policy public communications to support the realization of national energy policy.The research team from Taiwan Research Institute has been long focuses on energy policy studies. Team members are comprehensive in energy develop circumstances, energy policy and energy laws areas, also experienced in the national-wide communication conferences such as The National Energy Conference and in the study of human right and justice and gender equality act. The team endeavor to attain all tasks of the project mentioned above in order to support the implementation of energy policies. Important expected results and benefits are as follow:1.Collecting dynamic information on development of energy policy and law of main countries, and fulfill the information of dynamic database. Composing 10 articles or reports on crucial development of energy as references for energy policy designing.2.Collaborating to the evaluation progress of “Green Energy and Low Carbon Master Plan”, archive the expected results of “Action Plan of the forth National Energy Conference”. Review on “Guideline on Energy Development” corresponding to the adjustment of energy policy theme and to national and international energy and politic-economic changes.3.Accomplishing “Energy Exploitation Policy” (preliminary report) and amendment of “Energy Exploitation Policy assessment report” to smoothly implement the procedure set by Strategic Environmental Assessment.4.Promoting the concept of gender mainstreaming into energy affairs, forstering gender equality consciousness in energy field, advertising and educating energy knowledge toward female groups by organizing 2 information meetings of energy policy to encourage publicly female involvement in energy issues.5.Organizing the communication tactic which sensitive to the people needs, via channels such as campus and internet community meanwhile corresponding to the evolution of energy policy, with the aims to upgrade the public awareness toward energy argument. 6.To publish the 2015 Annual Report of Bureau of Energy with 100 copies, to promote the policy direction, vocational work and working results in order to achieve the purpose of advertising and information transparency. 7.Carrying 1 opinion poll on energy acknowledge and policy acceptance.8.Playing role of analysis consultancy and think tank on energy issues, organizing 4 expert panels upon needs on arguments which helps on energy policy designing and planning.
