摘要：

面對全球氣候變遷影響及日本福島核災衝擊，如何建構兼顧安全與永續之能源環境，已為當前國際能源發展主流。而我國為獨立之能源、電力供應系統，約98%能源仰賴進口並高度依賴化石能源，所需面對的挑戰遠較其他國家更為艱鉅。為健全永續能源發展，政府已於民國101 年依「能源管理法」訂定「能源發展綱領」，以作為國家總體能源發展之指導原則與施政方針。後續將研訂「能源開發政策」，擘劃國家總體開發藍圖，並參酌能源及社經環境變化趨勢，檢視國內能源相關法規之適切性，研提立法或修正意見，以建構完善之法制基礎。另能源政策亦攸關全民福祉與利益，其制定過程應有完善之政策環評及公眾參與機制，另配合「性別平等政策綱領」的通過，亦須思考如何加強女性在能源領域的決策參與，以確保能源政策法規研擬規劃過程中，能納入公眾意見及性別觀點，並能降低政策所造成之衝擊。台綜院研究團隊長期鑽研能源政策議題，團隊成員除具備能源情勢、政策及相關法規豐富素養之外，更擁有協辦全國能源會議等全國性會議及社會公平與兩性平等相關研究之經驗，將可達成委辦單位所提研究內容之目標。最後，本計畫之重要預期成果及效益如下：(一) 完成主要國家能源政策法規資料庫建置，並提出2 份議題研析報告。(二) 完成「能源開發政策」研訂，擘劃國家總體開發藍圖，以確保國家能源供應穩定，並推動「能源開發政策」進行環境影響評估相關工作，研擬完成「能源開發政策政策評估說明書草案」，降低政策所造成之衝擊。(三) 強化推動能源領域導入性別主流化概念作業，完成辦理能源局性別平等政策綱領具體行動措施之填報分析，完成50 份問卷調查，並建置兼具能源領域與性別領域專才資料庫達20 人次，藉以厚植能源領域性別意識培力工作。(四) 強化公眾參與機制成效、透過舉辦8 場次「能源開發政策」分區說明會，可對超過400 人次之各界代表與公眾進行溝通及意見交流，另透過100本「能源局101 年年報」之規劃編印，俾利各界瞭解我國當前能源政策走向，期能達成低碳能源結構及永續能源發展目標之推動共識。;Under the impacts of global climate change and post Fukushima (Japan) nuclear crisis, how to construct a safe and sustainable energy environment has become the mainstream issue. With independent energy and electricity supplysystems, 98% of Taiwan’s energy relies on imports, thus facing a greater challenge compared to other countries.In order to ensure sustainable development, the government set up the “Energy Development Guideline” in accordance with the “Energy Management Law” in 2012, which serves as the guiding principles of Taiwan’s energy policyobjectives. Accordingly the related laws and regulations is inspected to be amended. Further, in coordination with the “Gender Equality Policy Guideline” that has been passed, how to strengthen Female’s participation in the energy policy should also be contemplated to ensure the inclusion of public opinions.The expected outcomes and benefits of this project are as follows:(1) Setup national energy policies and regulations databases and put forth two research analysis reports.(2) Setup the“Energy Development Policies”to devise the overall national development. Promote the“Energy Development Policies”to carry out environment impact assessment tasks and complete the“Draft of Energy Development Policy and Policy Assessment Report.”(3) Strengthen the promotion of fender concept in the energy field. Fill the “The Bureau of Energy, Ministry of Economic Affairs Gender Equality Policy Guideline Specific Action Measures” and accordance analysis.(4) Strengthen public participation mechanisms. Printing of 2011 “The Bureau of Energy, Ministry of Economic Affairs 2012 Annual Report” to broadcast the current energy policy.
